BOROUGH OF COOPERSBURG
INVITATION TO BID

The Borough of Coopersburg will receive sealed bids for the Rehabilitation of their sanitary sewer system at various locations throughout the Borough. The work will include approximately 1,100 linear feet of cured-in-place 8 main line pipe lining including 16 lateral reinstatements and 50 linear feet of 6 cured-in place lateral liner with 3 cleanouts. Sealed Bids will be received until 1:00 P.M. (Prevailing Time) on August 8, 2008 at the Borough of Coopersburg, Municipal Building, 5 North Main Street, Coopersburg, PA 18034, at which time they will be publicly opened and read aloud. All bids shall be sealed and marked, and addressed as follows:
PROPOSAL FOR: BOROUGH OF COOPERSBURG SANITARY SEWER

SYSTEM REHABILITATION
CONTRACT A CURED-IN-PLACE MAIN LINE PIPE LINING and/or
CONTRACT B CURED-IN-PLACE LATERAL PIPE LINING
Prospective Bidders have the option to bid on Contract A or Contract B individually, or both projects combined. Submittals must address all bid items within the contract(s) they bid. Consideration for award will be based on the lowest bid received either individually or combined.

Mailed bids must be placed in separate sealed carrier envelopes noted BID ENCLOSED.

Copies of Drawings, Specifications and Bid Forms may be examined and obtained at the office of Keystone Consulting Engineers, Inc. 6235 Hamilton Boulevard, Wescosville, PA 18106-9797, upon request and deposit of Fifty Dollars ($50.00) per set. The full amount of the deposit for one (1) set of documents will be refunded to a bona fide bidder who returns the documents in good condition within ten (10) days after the date of the bid opening.

Each Bid must be accompanied by Bid Security made payable to the Borough of Coopersburg in an amount of ten percent (10%) of the Bid price and in the form of a certified or bank check or a Bid Bond issued by a surety meeting the requirements of Paragraph 5.1 of the General Conditions. The successful bidder must furnish Performance and Payment Bonds each in the amount equal to the Contract Price and meeting the requirements of Paragraph 5.1 of General conditions.

The project is federally funded through a community development block grant (CDBG). The low-bid prime Contractor(s) must seek Minority and Women Business Enterprise (MBE/WBE) Firm participation in obtaining subcontractors for construction work, equipment, service and supplies in accordance with goals and objectives of executive order 11625 and 12138.

The project is subject to minimum wage rates in accordance with the applicable provisions of the Davis-Bacon Act (40 US CODE 276(a)).

The Borough of Coopersburg reserves the right to waive any informality in, and to reject, any or all bids.

NOTICE OF PUBLIC HEARING

Notice is hereby given that the Zoning Hearing Board of the Borough of Coopersburg will meet in Borough Hall, 5 North Main Street, Coopersburg, on Monday, August 4, 2008, at 6:00 P.M. for the purpose of hearing the following appeals:

  1. The Giant Food Store located at 216 East Fairmount Street, Coopersburg, wishes to expand its store at that location, and requests the following relief:

    A.  A variance from the minimum required number of parking spaces;

    B.  A dimensional variance from the minimum required size of parking spaces;

    C.  A variance to extend the one-year deadline for commencing action  authorized by a variance.

  2. Anthony Caciolo of 6366 Robin Lane, Coopersburg, requests a Special Exception to allow a change in use of the property located at 301 North Third Street from a realtor office and retail tractor/lawn mower repair shop to a family-owned ice cream shop.

  3. John P. Rossi, 213 Village Walk Drive, Macungie, requests a Special Exception to allow a change in use of the property located at 629 West State Street from a doctor's office to a single family residence and coffee house/cafe.

The Coopersburg Municipal Authority is herewith presenting this year’s Annual Water Quality Report to its customers.  This report is designed to inform you about the quality water and services we deliver to you every day.  Our goal is to provide you with a safe and dependable supply of drinking water.  We want you to understand the efforts we make to continually improve the water system and to protect our water resources. We are committed to ensuring the quality of your water. Our water sources are two primary wells located 1½ miles north of the Borough in Springfield Township, Bucks County, and a back up well located south of the Borough near the Valley Manor Nursing Home.

The Coopersburg Municipal Authority is pleased to report that our drinking water is safe and meets federal and state requirements. There were no violations of federal or state standards during the calendar year 2007.

Brad Stine, owner of the property located at 16 South Main Street, Sydney's Haircolor Concept Salon, plans to add an addition to the south site of the building which would continue the extension of the present 6 feet side yard setback (8 feet required per section 230-26B (4) (a) of the Coopersburg Zoning Ordinance) and add to the lot area covered by impervious surface (60% maximum allowed per
section 230-26B (2) (b) of the Coopersburg Zoning Ordinance), more than 60% already covered.  Appellant requests a variance in the required minimum side yard
setback and a variance in the restriction on impervious surface.
