Fashion Show at Coldwater Creek at the Promenade Shops sponsored by Friends of the Southern Lehigh Public Library. April 10 at 10 am. The Coopersburg Municipal Authority is herewith presenting this year’s Annual Water
Quality Report to its customers. This report is designed to inform you about the quality
water and services we deliver to you every day. Our goal is to provide you with a safe and
dependable supply of drinking water. We want you to understand the efforts we make to
continually improve the water system and to protect our water resources. We are committed
to ensuring the quality of your water. Our water resources are two primary wells located 1 ½
miles north of the Borough in Springfield Township, Bucks County, and a back up well
located south of the Borough near the Valley Manor Nursing Home.
The Coopersburg Municipal Authority is pleased to report that our drinking water is safe and
meets Federal and State requirements. There were no violations of Federal or State
standards during the calendar year 2010.

The Coopersburg Historical Society, in cooperation with local churches and residents, will celebrate our 30th Christmas Caroling Night at 6:00 P.M. on Sunday, December 13, 2009.
Carolers will gather at one of these four locations in Coopersburg:
-
Calvary Bible Fellowship Church in the north,
- Pinebrook/Cooper Mansion from the south,
- US Post Office in the east
- State St. by 9th in the west.
Each group will walk towards Town Hall while caroling, then all meeting together at Town Hall by 6:45 P.M.
Carolers and friends will be greeted by Mayor Jon Mack and led in a few carols by the brass ensemble from Calvary Church. Everyone is invited in for hot chocolate and snacks. In addition, Santa Claus will greet all the children as they arrive.
You can participate with your church or join as Carolers pass your house. Please keep a light on and they may stop to sing a few verses for you. For any organizational questions, please call Colby Kent at 282-3138.

Sanitary Sewer Laterals - Invitation to Bid
SECTION 10
BOROUGH OF COOPERSBURG
INVITATION TO BID
The Borough of Coopersburg will receive sealed bids for the
Rehabilitation of sanitary sewer laterals at various locations
throughout the Borough. The work will include approximately 150 linear
feet of cured-in-place 8” main line pipe lining including 16 lateral
reinstatements and 50 linear feet of 6” cured-in place lateral liner
installed throughout existing cleanouts. Sealed Bids will be received
until 11:00 A.M. (Prevailing Time) on Friday, September 18, 2009 at the
Borough of Coopersburg, Municipal Building, 5 North Main Street,
Coopersburg, PA 18036, at which time they will be publicly opened and
read aloud. All bids shall be sealed and marked, and addressed as
follows:
PROPOSAL FOR: BOROUGH OF COOPERSBURG
SANITARY SEWER SYSTEM REHABILITATION
CURED-IN-PLACE LATERAL LINING
Mailed bids must be placed in separate sealed carrier envelopes noted
“BID ENCLOSED”.
Copies of Drawings, Specifications and Bid Forms may be examined and
obtained at the office of Keystone Consulting Engineers, Inc. 6235
Hamilton Boulevard, Wescosville, PA 18106-9797, upon request and deposit
of Fifty Dollars ($50.00) per set. The full amount of the deposit for
one (1) set of documents will be refunded to a bona fide bidder who
returns the documents in good condition within ten (10) days after the
date of the bid opening.
Each Bid must be accompanied by Bid Security made payable to the Borough
of Coopersburg in an amount of ten percent (10%) of the Bid price and in
the form of a certified or bank check or a Bid Bond issued by a surety
meeting the requirements of Paragraph 5.1 of the General Conditions. The
successful bidder must furnish Performance and Payment Bonds each in the
amount equal to the Contract Price and meeting the requirements of
Paragraph 5.1 of General conditions.
The project is federally funded through a community development block
grant (CDBG). The low-bid prime Contractor must seek Minority and Women
Business Enterprise (MBE/WBE) Firm participation in obtaining
subcontractors for construction work, equipment, service and supplies in
accordance with goals and objectives of executive order 11625 and 12138.
The project is subject to minimum wage rates in accordance with the
applicable provisions of the “Davis-Bacon Act” (PA080014).
The Borough of Coopersburg reserves the right to waive any informality
in, and to reject, any or all bids.

Water and Sewer Billing Letter to Residents
To: Residents of Coopersburg
From: Coopersburg Borough Council
There has been a delay in the second quarter water billing, due to a computer software problem affecting the commercial sewer accounts. The Council has chosen to delay all billing, residential and commercial. The software problem has been addressed and as a result the payment schedule has been forwarded thirty (30) days. This change affects the second quarter only.
Second, upon evaluation of our 2009 sewer budget, the Health, Sanitation and Water committee has discovered a shortfall of revenue against the fixed expenses of the sewer budget. Presently, the shortfall amounts to $36,000 for 2009. At the July 14, 2009 Borough Council meeting, Council voted a rate increase of $7.48 per quarter beginning with the 2009 second quarter sewer bill.

Transite Water Main Replacement Program

2009 TRANSITE WATER MAIN REPLACEMENT PROGRAM
The Municipal Authority of the Borough of Coopersburg has filed an application for grant funding through the Commonwealths PA H20 Grant Program and PennVEST for a project to replace its outdated transite water pipes, approximately 10,200 linear feet, on the following streets: Fourth Street, Seventh Street, Eighth Street, Ninth Street, W. Station Ave., Willowbrook Road, Saucon Lane, Stopp Lane, W. Oxford Street and Hillside Drive.
If grant funding is approved, this $1.3M project may be under construction by the third quarter of 2009. User impact fees may be affected in the future to repay any non-grant funds. If the Authority receives a 50% grant, the payback on the remaining 50% of the required funds in the form of a 20 year loan would require rates to increase approximately 20-25% in the first year of the loan repayment.
